Everware Contributes to Development of SCBA Guide

Document outlines strategy for planning and implementing modern IT architectures in the Federal Government

FAIRFAX, VA - May 15, 2006 – The Federal Chief Information Officers Council (CIOC) announced the release of a thoroughly revised and updated guide for implementing Services and Components Based Architectures (SCBA). Dave Mayo, President of Everware-CBDI and one of the project's contributors, hailed the first chapter of the new SCBA Guide as a breakthrough document that simplifies the complex process and provides guidance for implementing Service Oriented Architecture (SOA) at Federal agencies.

A collaborative effort of the CIOC's Architecture and Infrastructure Committee (Components Subcommittee), the Federal Enterprise Architecture Program Management Office ((FEAPMO), and the Industry Advisory Council (IAC)-of which Everware is a member-the SCBA Guide "represents a practical, results-oriented approach to modernizing enterprises." One key point of the rationale for the revised Guide is that "reuse should be considered as an overarching strategy as opposed to the outcome of an effective architecture, solution, or product."

"Each agency or department has its own set of requirements," Mr. Mayo noted. "We wanted to create an over-arching document that would help decision-makers understand that we could address their specific needs on time and on budget. Ironically, one of the real challenges we faced in putting the Guide together was the extraordinary abundance of knowledge we had among the contributors themselves. Given their broad range of both practical and theoretical understanding of Enterprise Architecture (EA), SOA, and components, we set a goal to effectively outline the process at the strategy level - with additional detail to follow in subsequent chapters."

Everware-CBDI, the company formed by the merger of Everware and CBDI Forum, was incorporated in May 2006. An industry leader in architected solutions since its founding in 1997, Everware is staffed by some of the country's leading experts in Enterprise Architecture, SOA, and legacy modernization. The firm is known for its innovative approaches, cost-effective strategies, and ability to deliver high-quality solutions on time and within budget. CBDI Forum, an independent industry analyst and consultancy located in the UK, provides a focus for the industry on best practices in business software creation, reuse and management - centered around SOA. In addition to publishing the widely heralded CBDI Journal, CBDI conducts training in Europe and North America on a full range of SOA-related topics.

The Guide, entitled Services and Components Based Architectures: A strategic guide for implementing distributed and reusable components and services in the federal government, is the first chapter in a multiple chapter volume and can be accessed at http://www.whitehouse.gov/omb/egov/a-2-EALibraryNEW2.html.
