Everware Paper Published in Inaugural Issue of The Journal of Enterprise Architecture

Article calls for re-thinking the role of EA and its placement in the organization and for using service-oriented approach to enhance agility
Fairfax, VA - August 18, 2005 - David R. Mayo, co-founder and Vice President of Everware, contributed a major article to the premier issue of The Journal of Enterprise Architecture, a peer-reviewed professional journal that promises to be one of the authoritative sources in the burgeoning world of enterprise architecture (EA). Co-authored with Michael Tiemann of AT&T Government Solutions, the article, "EA: It's not just for IT anymore," posits that while EA is typically treated as an Information Technology (IT) discipline, its application should be far broader, serving as a tool for executive management processes such as strategic planning, investment planning, budgeting, and resource allocation. In fact, as Mayo and Tiemann suggest, locating the EA function in the IT shop has had the unintended effect of limiting the EA's effectiveness. To more fully realize EA's vast potential across the enterprise, executives should consider re-locating the EA function where "its influence can be far more pervasive."
On a related theme, Messrs. Mayo and Tiemann advocate the use of service-oriented techniques to structure the EA to meet the elusive goal of achieving business agility. "The advantage of the SOA [Service-Oriented Architecture] approach," they write, "is that in response to external change business processes can be re-engineered by rearranging, augmenting, or replacing services. . . . Using broad business-focused EA-driven SOA allows enterprises to respond effectively to change, rather than just reacting."
Two of the five readers whose comments were printed in the inaugural issue of the international quarterly publication singled out Mayo and Tiemann's paper for comment, one noting that "this article should serve as an eye opener to civil and defense agency leadership," the other expressing his hope that "Mike Tiemann and Dave Mayo's well-stated rationale for moving the EA to the COO and Deputy/Secretary level" would be realized. A third wrote, "JEA has provided a much needed forum for the expansion of the discussion and application of EA (it is not just IT)."
